Terms of reference and procedure for meetings of the Executive (as agreed at the NYSP Executive meeting of 10th April 2008)
1. The North Yorkshire Strategic Partnership (NYSP) is the key strategic
forum for the public, private, community, and voluntary sectors working together
to make North Yorkshire an even better place to live, work and visit.
2. The role of the Executive is to ensure that the priorities of the
Partnership are taken forward.
3. The members of the Executive shall be:
a. Chief Executive of North Yorkshire County Council
b. Chief Executive of Craven District Council
c. Chief Executive of Hambleton District Council
d. Chief Executive of Harrogate Borough Council
e. Chief Executive of Richmondshire District Council
f. Chief Executive of Ryedale District Council
g. Chief Executive of Scarborough Borough Council
h. Chief Executive of Selby District Council
i. Chief Executive of North York Moors National Park Authority
j. Chief Executive of Yorkshire Dales National Park Authority
k. Chief Executive of North Yorkshire & York Primary Care Trust
l. Chief Constable of North Yorkshire Police
m. Chief Fire Officer/Chief Executive of North Yorkshire Fire and Rescue Service
n. Chief Executive of North Yorkshire Forum for Voluntary Organisations
o. Chief Executive of York & North Yorkshire Chamber of Commerce
p. Chair of NYSP Adults’ Strategic Partnership
q. Chair of NYSP Healthier Communities Strategic Partnership
r. Chair of North Yorkshire Children & Young People’s Strategic Partnership
s. Chair of the York and North Yorkshire Partnership Executive (economy
and enterprise)
t. Chair of York & North Yorkshire Safer Communities Forum
u. Chair of York & North Yorkshire Rural Partnership - Stronger Communities
4. Any member may nominate a named substitute with appropriate seniority
and knowledge to attend and act in their absence.
5. The Executive shall meet at least four times a year on dates agreed
by the Executive. Additional meetings may be called by the Chair and shall be
called upon the request of at least eight members.
6. The Chair will be elected by the Executive for a period of two years
and may be re-elected. In the event of the Chair not being present the Executive
shall have power to elect a Chair from amongst the members present at the meeting
for the duration of that meeting.
7. Every effort will be made to ensure that decisions will be taken by
consensus. In the event of a consensus not being reached, a decision will be
reached by a simple majority of members present and voting at the meeting. In
the event of it not being possible to reach a decision by a simple majority of
members present and voting, the Chair will have an additional casting vote.
8. The secretariat will be provided by North Yorkshire County Council.
The agenda and reports will normally be distributed no later than seven days before
the meeting date. Minutes will normally be distributed no later than fourteen
days after the meeting date.
9. These terms of reference and procedure will be reviewed by the Executive
as necessary, but not less than every two years. Any change will require a simple
majority of members present and voting.
