Assessment of Performance
The Comprehensive Area Assessment, or CAA, is the new regime for assessing local
public services in England. CAA looks at councils, health bodies, police forces,
fire and rescue services and other organisations responsible for local public
services, to see how well they are working together to delivering better results
for local people and how likely these are to improve in future.
North Yorkshire has been awarded a green flag for its achievements in helping
older and vulnerable people keep their independence in the Comprehensive Area
Assessment published on 9th December 2009.
Green flags are awarded for exceptional performance or outstanding improvement,
which makes a real difference to the lives of local people.

Area Self Evaluation
The North Yorkshire Strategic Partnership (NYSP) partners have worked together
to develop this self assessment of our performance. It sets out how well we are
doing against our ambitions and targets, how progress will be sustained in the
future and how the outstanding challenges will be addressed.
Good Practice Case Studies
The self evaluation has highlighted a variety of examples of good practice across
the county. These examples have been developed into a number of case studies which
are listed below.
Economic Well-Being
Scarborough Renaissance Partnership has won the National Enterprising Town award
2008 (Department for Business Enterprise and Regulatory Reform) and Most Enterprising
Town in Europe 2009 (European Commission Enterprise and Industry Directorate).
The case study also covers the identification of economic priorities and NYnet the
public and private sector commercial venture providing broadband infrastructure..
Making Safe
The Making Safe Scheme is a multi agency initiative that provides positive intervention
to incidents of domestic abuse which aims to address the number of repeat victims
and repeat offending. The scheme was awarded the Butler Trust Public Protection
Award in 2008.
Real Start Apprenticeship Programme
The innovative ‘Real Start Apprenticeship Scheme’ has been acknowledged as Best
Practice by UNISON and as a national example of good practice by the National
Apprenticeship Service (NAS).
Adult Community Services Modernisation
Adult and Community Services has under taken a radical transformational change
programme which has resulted in improved performance and has received national
recognition.
Libraries
Libraries are becoming central venues for local communities where people can
meet, seek advice and enjoy a variety of activities as well as accessing essential
resources through the web, archives and books. The role of libraries in supporting
the community and supporting community cohesion is increasing. Community cohesion
projects have been cited as best practice by the Think Community and the Communities
and Local Government Museums, Libraries and Archives Council.
